Are referees’ recent performances thoroughly assessed?

The appointment of FIFA referee George Olemu to handle the Uganda Cup semi-final between Vipers SC and Kitara FC has raised concerns about the ability of the system to review and respond to performance concerns.

In recent weeks, Olemu’s officiating in the first leg of the Uganda Cup semi-final between URA FC and SC Villa came under heavy scrutiny following a series of contentious decisions that many fans believe had a direct impact on the flow and outcome of the match.

Among the most debated incidents was a booking mix-up in which Olemu cautioned URA defender Ronald Otti instead of SC Villa’s player, who had committed the foul.

At this level of competition, such an error raises concerns not only about split-second judgment but also about concentration and match control.

The controversy deepened in the 58th minute when Villa’s Najib Yiga was involved in a dangerous challenge on Otti.

Clearly, the incident warranted a stronger disciplinary response, yet just a yellow card was issued.

SC Villa’s second goal also sparked debate, with video footage appearing to show Missi Diego Ssemugera pushing Otti before the assist that led to Andrew Otim’s goal.

Olemu’s immediate reassignment to another high-profile Uganda Cup semi-final leaves many questions unanswered.

Per reports, he has been appointed to officiate the match between Vipers SC and Kitara FC at Kitende, alongside Hakim Mulindwa, Ronald Katenya, and Dick Okello.

This decision prompts wider concerns about the evaluation mechanisms within the FUFA Referees Standing Committee under FUFA.

Are referees’ recent performances thoroughly assessed before being entrusted with equally decisive fixtures? Are performance reviews and match reports actively shaping future appointments, or are they being overshadowed by fixture demands and administrative pressure?

In most well-structured refereeing systems, officials who have come under intense criticism in a major knockout match would typically undergo review or be temporarily reassigned to lower-pressure games.
