Kawuulu fined, Referee Kasalirwe spared

FUFA has sanctioned Lugazi FC president Abdul Kawuulu and the club over improper comments.

The action follows statements made by Kawuulu after Lugazi’s 2-1 defeat to Kitara at Najjembe in the Uganda Premier League on April 25, 2026.

Lugazi were denied what appeared to be a clear penalty by referee Lucky Kasalirwe when Kitara defender Henry Musisi brought down Alvin Birungi with the game tied at 1-1 in the closing stages.

From that incident, Lugazi launched an attack which ended with captain Richard Ayiko pulling down Kitara’s Edson Agondeze. Ayiko was sent off for a second yellow card by Kasalirwe.

Kitara then capitalised on the numerical advantage, scoring a late winner through Shaban Muhamad.

“Heartless refereeing, Kasalirwe! An absolute double punishment. A clear penalty denied that could have changed the result in our favour. A frustrated, already booked player then loses control from the incident and picks up a second bookable offence,” Kawuulu posted.

“Game on TV, yet the officiating was still shameless. And these are the people holding our FIFA badges? No wonder we continue to struggle on the international stage.

“What’s even more concerning is that this isn’t the first time — same referee, same opponents, same venue, and similar controversies last season.

“Another painful moment was seeing him hurriedly escorted by stewards through the emergency exits to shield him from angry fans — an image that summed up how badly the game was handled. I’m sure this will not be missed in his post-match report.”

FUFA fined both Kawuulu and Lugazi FC Shs1 million, stating that the remarks brought the game into disrepute.

However, no sanction has been issued against referee Kasalirwe over the penalty incident.
