INSIDER: Transfer Bans Loom As FUFA Tackle Unpaid Player Salaries

The Federation of Uganda Football Associations (FUFA) is introducing a new set of financial regulations aimed at addressing the persistent problem of non-payment of players, technical staff, and club employees in the Uganda Premier League.

SportsNation Uganda has exclusively learnt that starting from the 2026/27 season, all top-flight clubs will be required to provide proof of salary payments every three months as part of a strengthened club licensing and compliance framework.

According to the new measures, clubs will have to present bank statements, in addition to signed documentation from players confirming receipt of their salaries.

The initiative is intended to ensure accountability and reduce cases of wage arrears that have increasingly affected professionalism in the league.

Under the new rules, clubs found in violation of the requirements will face sanctions, including transfer bans in subsequent registration windows, alongside other disciplinary actions yet to be fully detailed by the federation.

This is a bold move by FUFA in recent years on club financial governance, especially in a space where it has previously faced criticism for failing to take decisive action on reported salary delays and arrears.

During the current season, Express FC head coach Jimmy Kintu publicly revealed in an interview that players had gone several months without pay, but FUFA has never issued a formal response to those specific claims since.

The issue of non-payment has long been cited as one of the key challenges affecting the league, with many linking it to the rise of unethical practices such as match-fixing.

The Case study – Remembering Kitara 7-0 Express

Express FC players had gone months without pay heading into their clash against Kitara FC at Royals Park, Butema, on December 21, 2024.

A source exclusively told SportsNation Uganda that one of the coaching officials allegedly told the players, “Lose today and you will finally be paid,” claims we have since been unable to independently verify.

Express consequently lost the match 7-0, their heaviest defeat in recent memory.

In March this year, FUFA confirmed it had received a FIFA betting report indicating that the game was fixed for betting purposes, with prior knowledge that Express FC would lose and concede at least five goals.

As a result, a couple of individuals involved in the match have since been provisionally suspended.
